Certainly it would require that all personal medical and financial records to be computerized. It is claimed that the program will not include non-contributing Illeagal Immigrants, however as soon as Immigration Reform is addressed, it will. Be weary, if this Bill does'nt pass it will be cut down until it does, then the rest will be added in as ammendments to other bills.
